The Community Civic Campus project will be built in phases.
- Phase One is the new state-of-the-art Police Operations & 911 Dispatch Center (located at the corner of Chestnut Avenue and Antoinette Lane) which broke ground in February 2020 and is currently under construction.
- Phase Two is the combined Library, Parks & Recreation and Community Theater / Council Chamber center and park (located along El Camino Real between Chestnut Avenue and Arroyo Drive) which broke ground in January 2021 and is currently under construction.
- Phase Three will be a new Fire Station (located at the corner of Arroyo Drive and Camaritas Avenue) which will be designed but will be constructed in conjunction with development on the Municipal Services Building (MSB) site. Project is not yet fully funded.
The new buildings will highlight innovation in design of multi-functional, multi-user, interactive facilities. This project will create a visually distinct, high-profile civic presence, and contribute to meeting the City’s commitment to being a great place to live, work, learn and play.
Phase One Police Operations & 911 Dispatch Center

Phase TwoLibrary, Parks & Recreation and Community Theater / Council Chamber
The new Library and Parks & Recreation building is on 6.5-acres surrounded by El Camino Real, Chestnut Avenue, and Antoinette Lane. The building is three-levels and includes entrances from both Antoinette Lane and along El Camino Real.View details »
